How access to Goals works.

Everyone on staff can see every goal. Each console's home page highlights its own team's.
Only admins and managers create, edit or retire goals and change targets. Every change needs a reason and is kept in the Changes log.
A key result's owner, or an admin or manager, posts the monthly check-in.
Goals are retired, never deleted.
